Compliance Consultant’s role is strictly analytical and educational. It does not include medical, mental health, or legal interpretation, and all licensed determinations remain solely within the purview of qualified professionals and legal counsel.

If you decide to move forward, you may then book a full appointment and select the service that best aligns with your needs.

Following the consultation, please complete the intake form and email it to me. Once received, I will contact you within 24–48 hours to coordinate a mutually convenient appointment time. A deposit may be collected prior to the appointment, and full payment is due upon completion of services on the day of the appointment, ensuring transparency and maintaining the integrity of the consulting process.

This service includes a comprehensive chronological review of records and the development of a side‑numbered expert report to ensure precision, traceability, and clarity for judicial and administrative review. Building on this structured review, the analysis is based solely on the records provided at the time of evaluation and presents certified factual findings, clearly defined topical sections, and direct citations to the evidence and applicable statutes and regulations. Together, these elements support an objective narrative evaluating whether specific actions or omissions met the standard of care and whether the documented facts support—or do not support—the conclusion that a regulatory violation occurred.

Legal Case Consultation - exclusive for Licensed Attorney ONLY

This verbal service is available exclusively to attorneys and includes a 30‑minute consultation for case‑related assignments and potential retainment. I address case‑specific questions and provide strategic regulatory insight using evidence‑based analysis and a disciplined investigative approach informed by extensive Title 22 and RCFE operational experience. My assessments reflect the information provided at the time of review and may be refined as additional evidence becomes available.

If both parties agree to proceed with a joint assignment, a retainer fee will be collected and applied toward the expert report, with the remaining balance due upon completion and receipt of the report.

RCFE Compliance Analysis

An in‑depth, on‑site review of day‑to‑day operational practices at your Residential Care Facility for the Elderly (RCFE) in California, conducted through clear analysis, thorough research, and tailored educational guidance. This service focuses on evaluating how current practices align with applicable regulatory requirements and standards of care—without providing legal interpretation or clinical assessment.

The review includes a detailed, real‑time examination of facility operations from a deficiency‑focused standpoint, highlighting areas where documentation, practices, or processes may place the facility at risk for noncompliance. Findings are discussed verbally, along with targeted, operationally focused recommendations to support improvement within the scope of education, training, and operational support.

RCFE Managing Practices Training: Quality Improvement Analysis

This training provides real‑time, interactive exercises designed to help facility leadership strengthen both their management practices and their leadership mindset. Participants learn to distinguish between managing day‑to‑day operational tasks and leading people, and how integrating these skill sets can significantly improve oversight and the early identification of operational risk.

Within the scope of education, training, and operational support, this service guides administrators and managers in understanding how leadership behaviors—such as communication, accountability, and decision‑making—intersect with management responsibilities like documentation, monitoring, and workflow organization. By developing competency in both areas, facility leaders are better equipped to identify gaps in practice, understand how those gaps relate to regulatory requirements, and take proactive steps to prevent issues from escalating.

The training includes an educational review of documentation required by the Community Care Licensing Division (CCLD), along with guidance on additional records that may become necessary as resident needs evolve. Such information is only reviewed after a service has been purchased and ONLY within attorney‑directed settings under a confidentiality clause when conducting a formal record review used to prepare an Expert Witness Report.

Legal case consulting services are provided exclusively to licensed attorneys for the purpose of establishing qualifications and receiving case assignments. These services do not involve providing medical advice, licensed professional guidance, legal advice, or legal representation to any party. For attorneys, any legal case consultation exceeding 30 minutes may incur a fee to account for the professional time involved.

If retained, a deposit will be collected, and full payment for the Expert Analysis Report will be due within 60 days of the attorney’s receipt of the completed report.

After that call, we will discuss scheduling a second appointment, for which full payment will be due on the day of the appointment.

 

Legal Counsel - Retainer payment is due upon execution of a joint agreement, with the full balance due within 60 days following completion and delivery of the expert report.   

Services related to RCFE licensed facility operational analysis, administrative practice training, and regulatory compliance review under California Title 22 are available only to facilities located within San Diego County.

COMING SOON - On-site compliance‑related assignments or facility‑directed supportive consultations for locations outside County of San Diego. 

 

For out‑of‑county inquiries, I may provide general resources, offer administrative practices training via video to assist in identifying operational gaps and strengthening management practices to support improved compliance, make referrals for legal matters, or briefly discuss the concern solely to determine whether the matter is appropriate for assignment. If a significant need exists and the matter aligns with the scope of my services, I may be open to providing assistance in location outside of San Diego. In such cases, we can coordinate a mutually convenient time, and a flat travel fee will be added to the selected service should I need to travel to your location. There are no additional or hidden fees beyond those listed on the webpage.

 

Attorney‑directed services—including case‑related analysis, review of records, and the preparation of expert analysis reports for legal matters involving California Title 22—are available for assignments arising anywhere within the State of California at this time.
